ASC Consulting Services, LLC established strategic partnerships with experienced professionals who are leaders in the Affordable Housing Industry and Compliance. In addition, our partners are industry leaders in executing and managing multi-million-dollar development projects from execution to delivery.


Lease-Up at the completion of new properties, we review all LIHTC tenant files that make up the project’s initial qualified basis. We then prepare a comprehensive report detailing compliance and eligibility status on a unit-by-unit basis. The report also includes a project-wide evaluation of procedures.


Entire Certification process is analyzed with supplemental forms, procedures, or corrective methods accompanying any findings.


Annual Review: This is typically an annually recurring review of tenant files to ensure that the property staff continues to meet LIHTC compliance expectations. We typically review 20% of the tenant files on an annual basis.


Acquisition Rehab: This is the most complex type of review. ASC Consulting Services will review all LIHTC tenant files that make up the project’s initial qualifying basis. We audit the files to ensure compliance with the safe harbor rule based on the acquisition date. Spectrum will then prepare a comprehensive report detailing compliance and eligibility status on a unit-by-unit basis. The report issued also includes a project wide evaluation of procedural issues noted at the time of review.


Syndication: review the new move-in files or a certification showing any period of income eligibility for current residents. We will then prepare a comprehensive report detailing compliance and eligibility status on a unit-by-unit basis. Additional Services 

  • Transmit tenant certifications and vouchers electronically to TRACS.

  • Provide Developer 30/ 60/ 90 plans for Tax Credit, Housing Choice Vouchers, VASH Program.

  • Project Base Section 8, Specializing RAD Housing and Public Housing

  • Provide 120, 90, and 60-day Recertification's Reminder Notices and Rent Change letters.

  • Review all TRACS error messages; correct them or request information needed for resolution.

  • Compliance document review, to be sure calculations are correct.

  • Complete certification package review, to be sure all forms are correctly completed.

  • Electronic Excess Income Reports (EIRs) for Section 236 sites

  • EIV Income Reports, required by HUD for all Recertification's .

  • Resident receivables and monthly reporting

  • Daily tenant bank deposits and Updates ect.

  • IRS Form 8609 for each building (BIN)#

  • Regulatory Agreements, Restrictive Covenants, and Extended Use Agreements (or equivalent). HAP receivables and subsidy recovery if needed and general ledger reporting.
